1.7% of your fans account for 92% of your Tips. THEY are your most loyal and valuable fans that keep our OF above the poverty line. It isn't fair to your most loyal 1.7% to carry the entire load, so that the other 98.3% can enjoy thousands of videos and pix for the price of a couple of beers... right?
Unless more fans start contributing a little more, the only way to "spread out the contributions" more fairly is to do what most others do, and what we've tried so hard to avoid, and that is to convert to at least a Partial PPV Model.
