I suspect they may have two different control keys for their locations. In 27 years I've come across a couple instances where the end user has 2 different control keys to limit access in a particular area. This was in a national chain food/beverage kiosk. I rekeyed it to new location key, existing district master and known district control key. Some asshat double capped a couple chambers too 🙄
